Abstract
Ethical values have through history been bound to human identity and dignity and have been the most important foundation in the building of civilizations and the safeguarding of their stability. The Sultanate of Oman has adopted an approach that makes ethics a principal pillar of its development plans and its social institutions, in the recognition that values are not merely a cultural inheritance but the foundation of sustainable development and among the most important components of national security. With the emergence of the digital age and the wide opportunities it carries for communication, knowledge and creativity, corresponding challenges have appeared. This study analyses the value transformations occurring under digitalisation and examines the Omani experience between its philosophical grounding and its institutional application, in order to establish how values are being reshaped and how institutions are responding.
