Abstract

Languages are among the most important measures of the vitality of nations: the more a language possesses authenticity, vigour, reach and the capacity to keep pace with its age, the higher the standing of its speakers and the greater their part in civilizational advance. Nations have accordingly attended to teaching their languages, developing them and spreading them beyond the circle of their own speakers, so that others may know the thought and work such a language carries. In the Sultanate of Oman the will of Sultan Qaboos bin Said led to the founding of a college for teaching Arabic to speakers of other languages, in keeping with the standing he gave the language and in response to the requirements of the age and of openness among peoples. Royal Decree 48/2012, issued on 7 July 2012, established the Sultan Qaboos College for Teaching Arabic to Speakers of Other Languages and approved its organisational structure. The college aims to teach Arabic to non-native speakers through programmes and courses, to spread awareness of the importance of doing so in building bridges of cooperation and cultural exchange between peoples, and to give non-Arabic speakers the opportunity to learn the language in both quantity and quality, enabling them to communicate with any Arab society.
