The Ministry of Education, as an educational institution, has evident contributions to strengthening and rooting Omani values through curricula, cultural programmes and religious, scientific and literary competitions, while the Directorate General of Curriculum Development has a distinguished role in this field through the development of curricula in keeping with the developments of the age and with technical progress. The Religious Culture Department in the Islamic Education Curriculum Development Directorate plays an effective role alongside the curricula in offering cultural programmes to school students, and contributes to strengthening authentic Omani values among them. Reading the department's name, a recipient may assume it is concerned with strengthening religious values; but does the department have a role in strengthening ethical values among students? That is the question from which this study proceeds, seeking to identify the department's contribution to strengthening ethical values among students in the schools of the Sultanate of Oman.
