Abstract

Islamic ethics is a foundation in the building of civilizations, the regulation of individual conduct and the cohesion of communities, forming the frame of reference that guides religious discourse and social policy. The Sultanate of Oman represents a distinguished model in this field, having managed through its history to combine the legal and intellectual grounding of ethics with its practical manifestation in social and institutional reality — a combination reflected in its scholarly and juristic heritage and in the social conduct that has preserved the cohesion and stability of society. The problem of the research lies in the question of how this theoretical grounding was transformed into practices observable and assessable within Omani society, and how far this model is able to face present challenges such as cultural and digital transformation and globalisation. The research analyses the legal and intellectual foundations of ethics in the Omani experience and reveals the mechanisms by which they were translated into social and institutional practice, highlighting the role of modern national policies and Oman Vision 2040, which made identity and values a strategic axis of comprehensive development.
