Abstract
Omani foreign policy is characterised by calm, and one who has followed it since the launch of the modern renaissance stands in admiration before an extraordinary capacity to manage the state's relations with its geographic, regional and international surroundings — a setting that has witnessed and continues to witness many crises, instability and attempts at polarisation. The reason lies in the policy-maker's awareness of the nature of the Omani character, deep study of the country's history and geography, and recognition of the means available, the extent of capacity, and the ways in which others may be influenced in order to achieve the desired ends. Oman's distinguished position at the entrances to the Arabian Gulf and the Indian Ocean, overlooking the western side of the Strait of Hormuz, has given it a historical importance with historical ties to East Africa, India and Southeast Asia through its maritime orientation. In theory Omani foreign policy is a liberal and idealist policy believing in dialogue and the peaceful resolution of problems, and this paper measures that against the reality of relations with Malaysia.
